UK student visa applications fall again, raising fresh fears for university finances

The latest Home Office data shows that applications for sponsored study visas fell by 11% to 381,500 in the year ending July 2026, compared to the previous 12-month period

This decline in international recruitment largely follows the government’s introduction of restrictions in January 2024, which prevent most overseas students from bringing family members to the U.K

There were 19,200 applications from student dependants in the year ending July 2026, a 6% drop from the previous year and a staggering 87% plunge compared to December 2023, before the restrictions took effect

The higher education sector has faced an increasingly challenging environment. Beyond the dependant restrictions, recent policy shifts have included shortening the graduate visa period and introducing stricter visa compliance measures in June. These new rules require universities to meet tougher targets for student enrolment and completion while keeping visa refusal rates below 5%

These policies are actively reshaping student preferences. The latest Home Office figures coincide with an Aug. 11 report by education consultancy Navitas, which concluded that the U.K. is experiencing a significant decline in interest as new government regulations embed into institutional practices

Based on a survey of recruitment agents, the Navitas report found that more than three-quarters of respondents have students actively considering destinations beyond the traditional “big four” markets of the U.K., U.S., Australia, and Canada

Universities will be closely watching the data for August, typically the busiest month for student visa applications ahead of the new academic year

Lisa Randall, partner and national head of higher education at RSM UK, a top audit, tax, and consulting firm for middle-market businesses in the U.K., warned that universities remain heavily reliant on international students for financial stability

Randall noted that sustained declines could force institutions to reconsider their staffing and estate plans. This may lead some universities to scale back domestic investments while expanding their operations overseas

The broader economic impact is already becoming apparent. A July research report, conducted by consultancy London Economics and commissioned by the Higher Education Policy Institute (HEPI) alongside Kaplan International Pathways, highlighted the severe financial toll

According to the research, a 12% drop in first-year overseas students over the past two academic years had cost the U.K. economy an estimated £2.9 billion (US$3.89 billion)

The report estimates that the number of first-year international students in 2024-25 decreased by roughly 54,500 due to immigration policy changes, including the dependant visa restrictions. As a result, a total of 685,565 international students began their U.K. higher education courses in 2024-25

The analysis measured the economic impact of international students by combining tuition fee income, students’ living expenses, and spending by visiting relatives and friends
