
Cebu City’s postgraduate scholarships for public school teachers established
LAPU-LAPU CITY, Cebu — Qualified public school teachers and school officials in Cebu City can now pursue master’s and doctoral degrees without paying tuition fees
Mayor Nestor Archival issued Executive Order No. 95 on Aug. 12, 2026, establishing a scholarship program in partnership with the Department of Education (DepEd) Cebu City Division
The scholarship will cover full tuition and authorized school fees, including thesis and dissertation expenses, for qualified educators enrolled in participating higher education institutions

The participating schools currently include:
- University of Cebu,
- Cebu Technological University,
- University of Southern Philippines Foundation,
- University of the Visayas, and
- Cebu Institute of Technology–University.
The order states that the program responds to financial barriers that prevent some public school educators from pursuing advanced degrees
“Many educators in the DepEd Cebu City Division are unable to pursue graduate studies due to financial constraints,” part of the order read
The scholarship is open to public elementary and secondary school teachers, school heads, and other qualified DepEd personnel with teaching experience

Education Program Supervisors, Public Schools District Supervisors, and Education Program Specialists may also qualify if they meet the program’s requirements
Applicants must have at least three years of experience in the public school system and must be serving in the DepEd Cebu City Division
A master’s applicants must hold a bachelor’s degree, while a doctoral applicant must have a master’s degree
Applicants must also have a “Very Satisfactory” performance rating, good moral character, and be admitted or enrolled in a Commission on Higher Education-recognized institution

The Cebu City College Scholarship Program Committee will evaluate applicants based on their service record, teaching experience, age, and leadership potential
Recipients will be required to remain in the DepEd Cebu City Division after completing their graduate studies, with one year of Return Service Obligation (RSO) required for every year covered by the scholarship
Master’s scholars must complete their degrees within two years, while doctoral scholars have three years to finish their programs
They must also maintain good academic standing and submit records of their grades and academic progress during their scholarship period

Scholars may take breaks from their studies for valid reasons, including health, family, or administrative concerns
Meanwhile, those who leave the program without a valid reason, fail to complete their degree, or do not fulfill the required RSO may be required to repay the financial assistance they received, plus applicable legal interest
A scholarship may also be revoked for poor academic performance, misconduct, policy violations, or unauthorized withdrawal from the program
The scholarship will be funded through the Cebu City general fund, including the Education or Scholarship Fund, as well as other authorized appropriations
The Cebu City College Scholarship Program Office and DepEd Cebu City Division will oversee the program, track scholars’ academic progress, and require regular reports
The city will also assess and trace alumni to determine the program’s results two to three years after scholars complete their degrees
The scholarship is expected to give Cebu City public school educators greater access to graduate education while supporting their continued professional development
