On July 19, the main stage of the admissions campaign to higher education institutions begins: applications for bachelor’s programs through the applicant’s electronic cabinet on the EDBO portal are accepted until 18:00 on August 1. Applicants have the right to submit up to 10 applications, of which up to 5 are for budget
For each application you must determine the priority: 1 is the highest priority. It is important not to place the “undesirable” budget above the desired contract, because a higher-priority recommendation blocks the lower ones
Last year, 86% of bachelor’s applicants were admitted under one of the first three priorities. And according to their first priority, three out of five first-year students enrolled

The Ministry of Education and Science explains: after submitting an application, its priority cannot be changed; if an application with a priority is cancelled, the used priority number is not restored
If an applicant has received a recommendation for a certain priority, applications with lower priorities can no longer yield a budget recommendation; if the applicant declines the budget recommendation, the state grant will no longer be offered
Explanations about the correct prioritization as well as about the distribution of applications between budget and contract are available on the Ministry’s website. The competitive score is calculated by a formula: each subject has its own “weight,” depending on the specialty the applicant is applying for. The results of each NMТ subject are multiplied by coefficients, and only after that is the final score calculated.
Each specialty defines which knowledge is key. For example, for humanities specialties – Ukrainian language and history, for technical – mathematics, for medical – biology and chemistry. This means that two applicants can have different competitive scores depending on the chosen specialty even with the same NMТ results

In addition to the subject coefficients, regional and industry coefficients are added. The industry coefficient of 1.02 is applied to applications with priorities 1 or 2 for majors on the list of government-supported areas. Among them: education, natural sciences, mathematics, engineering, agriculture, transport and services, security and defense, and others. In other cases, the industry coefficient is 1.00. The regional coefficient is determined by the actual location of the institution: for Mykolaiv, Zaporizhzhia, Odesa, Sumy and Kharkiv regions the coefficient will be 1.07; for Dnipropetrovsk, Poltava and Chernihiv regions – 1.04. For most creative majors, the applied competition works at roughly 70% of the total score.
A preliminary calculation of the score can be done using the calculator on the vstup.edbo.gov.ua website. The final score for each application is determined by EDBO taking into account all components and coefficients
Applicants who are eligible for quota-1 or quota-2 compete for budget places within the respective quotas. Quota-1 covers orphans, children deprived of parental care, children with disabilities, and other categories; they compete based on NMТ results, but participate in the budget competition within their quota. Quota-2 concerns applicants whose registration or declaration is registered in temporarily occupied territories or zones of active hostilities, and they also have a special procedure for participation in the competition.
Other categories of applicants (including participants in hostilities, children of participants in hostilities, persons with disabilities, and internally displaced persons) have other support mechanisms in accordance with the Admissions Procedure. Among the special conditions for internally displaced persons and children of participants in hostilities are the right to a social scholarship funded from the budget and the right to transfer to vacant budget places after enrollment on a contract basis. Transfers are possible only if such places exist after the completion of the main admission stage. To confirm benefits, you should contact any higher or vocational education institution where documents will be checked and entered into EDBO. After submitting the first application, the benefit will automatically apply to the remaining applications.
After the completion of the main admissions stage for budget places for certain categories of applicants, the deadline ended on July 10; for admission only on contract you may register until July 25 (18:00). Lists of those recommended for admission will be published no later than August 6; applicants will see in their electronic cabinets the status “Recommended” (budget) or “recommended” (contract). By August 11 you must confirm your choice of study place, and by August 13 the enrollments take place. The admissions campaign runs until October 15, but some institutions may conduct additional contract-based admissions for vacant places.
The Verkhovna Rada’s Commissioner for Human Rights, Dmytro Lubinets, urged revising approaches to minimum competitive scores for admissions to certain specialties
Thus, applicants should carefully set their priorities, monitor submission deadlines, and follow news from the Ministry of Education and Science to increase their chances for budget places and to correctly utilize benefits
